What devices and what is "off" the network?

“Off” the network is considered when the user is no longer sitting at their desk in the office or connected to the state’s wireless network.
i.e. – the user is home accessing Outlook via their home computer, tablet or mobile phone
A device is any device a user accesses the O365 suite, Sharepoint, one-drive and Skype. An example of a device
          1. Mobile Device
          2. Tablet
          3. Computer
          4. Any means of accessing the state network when the user is not in the office
