Server Support and Hosting
COT provides server support and hosting services at the Commonwealth Data Center for all three server platforms included in the state's enterprise architecture and standards: Wintel, UNIX, and the z900 enterprise mainframe server. Server support and hosting services for the Wintel and UNIX platforms are charged back to state agencies, by server, for each server hosted at the data center. Mainframe server support activities are included in the mainframe processing rates, since the mainframe is a shared server platform used by many state agencies. Server support services and functions for each of the three supported platforms are discussed below.
Wintel Server Support
For Non-Consolidated Agencies Only. This is essentially a floor-space-only rate and is based on units of 16 sq. ft. The rate was constructed to recover the costs of housing, powering and cooling a "standard" size rack. This includes the unoccupied floor space required to service the equipment safely (in front of, and behind, each rack). The space consumed by a standard rack equates to a minimum of 16 Sq. Ft. (+/-). In cases where there is no standard-sized rack, or other extenuating circumstances, the rate will be applied in units of "per 16 sq. ft. used."
Support staff are available Monday - Friday, 8:00am to 5:00pm. Emergency after hour pager support is available.
UNIX Server Support
The COT UNIX Support Team provides support for servers running either the Solaris or AIX operating systems. The monthly charge for these servers is based on two things: whether COT manages the servers and the number of processors that the servers contain.
Servers are considered small if they contain less than three processors, otherwise they are considered large. If COT does not manage the servers, they are considered to be floor-space-only; otherwise COT will provide standard service to each server. UNIX (floor space only) service consists of: a) floor space b) electricity, and c) support. Customers are expected to provide their own server administration, maintenance and application support. UNIX (standard) service consists of: a) equipment installation b) OS installation with quarterly OS updates and patches c) monitoring system performance and data storage utilization d) resolution of software system software problems e) restoration of system files from backups if requested f) daily system startup and shutdown by operations staff g) system activity monitoring at either a minimal or batch level if requested h) resolution of system problems.

Mainframe Server Support
Mainframe server support includes server administration, systems programming, on-line interactive systems support, performance monitoring, and data storage management. Supported equipment includes the IBM z900 Model 2064 server, as well as tape and disk storage and printers. Supported software includes the z/OS operating system software as well as application software such as CICS (Customer Information Control System), IMS (Information Management System), SAS (Statistical Analysis System), HTTP server, WebSphere Application Server, TSO (Time Sharing Option), TMON (The Monitor) and numerous other products. COT also supports the creation and maintenance of developer-written applications. While the majority of these are legacy systems, COT is supporting an increasing number of Web-enabled systems. Local printing for many of the applications is also provided. Billing information and performance metrics are offered for the use of mainframe services.

Server Monitoring (Wintel, UNIX and z/OS Mainframe platforms)
COT operates and supports the Commonwealth Data Center 24 hours a day, 7 days a week, 365 days a year. COT ensures proper operation and availability of services on the z/OS mainframe, Wintel production servers, and UNIX production servers. This includes stopping and starting system services, applications, and the servers themselves when necessary. All systems are constantly monitored for hardware and software problems by data center staff that either correct the problem themselves or obtain support from appropriate senior staff or the vendor.

Production Cutover (Wintel and UNIX platforms)
Production cutover services are intended to safeguard the process of adding files or changing existing files on the production Wintel and UNIX servers. Changes requested by development personnel are scheduled, logged, and carried out by the Technical Services group to maintain audit trails.

Backup and Restore Services for Servers - Tivoli Storage Manager (TSM)
Tivoli Storage Manager enables you to protect your organization’s data from failures and other errors by storing backup, archive, space management and bare-metal restore data, as well as compliance and disaster-recovery data in a hierarchy of offline storage. Because it is highly scalable, Tivoli Storage Manager can help protect computers running a variety of different operating systems, on hardware ranging from notebooks to mainframe computers and connected together through the Internet, wide area networks (WANs), local area networks (LANs) or storage area networks (SANs). It uses Web-based management, intelligent data move-and-store techniques and comprehensive policy-based automation that are working together to help increase data protection and potentially decrease time and administration costs.

UX10 UNIX Server Support Small/Medium
The UX10 rate includes procurement activities, setup, installation, system and security configuration, upgrades/patch maintenance, intrusion prevention/detection, performance monitoring/alerting, basic database management, operating system software maintenance charges, change control and access to the Commonwealth Service Desk 24x7x365. COT and customer agencies will cooperatively determine the rate category applicable for each server. The replacement horizon for "small/medium" systems is negotiable between COT and the customer agency and included in each MOA/MOU. Replacement specifics are generally dependent upon initial cost, vendor warranty, system software maintenance fees and/or agency application requirements. Disk storage cost is usage-based and billed separately.

UX20 UNIX Server Support Large

Wn10 Wintel Server Support
The Governor’s Executive Order consolidating IT services has given COT responsibility for operational and production control for executive branch IT activities. Applying the principles of consolidation to the current Wintel server rate structure prompted elimination of several former service categories in favor of a single rate. The rate reflects COT’s overall responsibility for support of the servers and includes procurement activities, setup, installation, system and security configuration, upgrades/patch maintenance, intrusion prevention/detection, performance monitoring/alerting, basic database management, change control and access to the Commonwealth Service Desk 24x7x365. The rate also includes system replacement, generally on a 3-5 year cycle. The replacement horizon is negotiable between COT and the agency and included in each MOA/MOU. Replacement specifics are dependent upon initial cost, vendor warranty, system software maintenance fees and/or agency application requirements. Disk storage cost is usage-based and billed separately.

WN20 Wintel Server Support

WN30 Wintel Server Support (File & Print)
File and Print (F/P) Servers - Full Support and Replacement Included. Includes 100GB of disk storage. Additional disk storage billed at the ST20 rate. For some F/P server models, this rate option may also cover the initial price of the server as well as any upgrade/replacement required.

WN40 Wintel Server Support - Domain Controllers
Domain Controller (DC) Servers. COT provides patches and virus protection. Initial hardware costs, as well as any upgrade/replacement cost, are borne by the agency and are dictated by Commonwealth technology standards. Service and support time (above pushing patches, etc.) is billed to the agency at Time-and-Materials. This rate is applicable to additional DC's the agency requests (above the two provided in the communications rate) and/or DC's housed outside the CDC.
