Enterprise Contracts 

Commonwealth Office of Technology and the Office of Procurement Services recently completed statewide enterprise  service contracts that should be useful to agencies and educational entities across the state. Additional details are outlined below.

AntiVirus Information

The Commonwealth Office of Technology (COT) is pleased to announce that stronger IT network protection is available for all COT customers.  Effective immediately, the McAfee Total Protection for Endpoint Advanced Suite (ToPS Advanced) is available for all Commonwealth agencies and users.  The price for the entire ToPS product suite, $7.85 per year, remains unchanged from previous years – with the addition of products and components not previously available at this price.

 ToPS provides a comprehensive product suite including protection against malware, spyware, and hacker attacks, as well as components to help enforce compliance with comprehensive policy auditing and network access control.  The McAfee ToPS Advanced Suite includes McAfee Anti-Virus for Desktops/Servers, McAfee Anti-Spyware for Desktops, McAfee Host Intrusion Prevention (HIPS) for Desktops, Network Access Control, and Policy Auditing, all controlled through a single management console – ePolicy Orchestrator(ePO).

 How to Obtain Licenses for McAfee TOPS Advanced:

 To activate these licenses in your organization, please request a grant number via an email sent to COT Software Asset Management . To expedite processing, please include the number of devices managed by your organization, broken down by servers, workstations, and laptops.

Training for IT Professionals   

The Office of Procurement Services (OPS) and the Commonwealth Office of Technology (COT) completed statewide enterprise service contracts for Information Technology Training.  The two vendors with these training contracts are Tandem Solutions, LLC, Louisville, KY and Learn Quest, Bala Cynwyd, PA.  These same two vendors also have contracts for Project Management, ITIL, and Business Analyst training.

 Each vendor shall deliver training in three (3) delivery modes.  These include a conventional classroom setting at either a Commonwealth or a vendor location, self-paced instruction delivered to the desktop via the Internet and instructor-led classes (distance learning) delivered to the trainee via the Internet.  When appropriate, the adoption of the Internet delivery mode can save on travel and lodging expenses, and both vendors have agreed to provide a limited number of free promotional classes that will allow each cabinet to evaluate this mode of training delivery.

The catalog of classes includes training for a wide range of IT skills and products, and the Office of Procurement Services can add additional training subjects, if they are within the scope of the contract. The contract requires each vendor to maintain an up-to-date website of all IT training titles and pricing.  The vendors will report training results to the personnel cabinet where a record of completed training will be maintained.

Software Reseller Contract
 

The enterprise contract with Software House International (SHI) provides for the purchase of commercial software through a flexible contract with provisions that should greatly reduce the need to issue future software solicitations.  Major software publishers include Abobe, SAP, Citrix, McAfee, Microsoft, Oracle, VMware and dozens of others.  The following is a list of the goods and services that will be available through a Commonwealth specific software portal supported by the vendor: 

  • Commercial software licenses/media and software license renewals
  • Software maintenance 
  • Packaged technical support service credits and incident resolution services
  • Agency/entity software purchases tracking, reporting and analysis
  • Licensing compliance tracking and assistance 
  • Software administration services for current and future enterprise license agreements (ELA’s)
  • A pricing schedule for Asset Management services


The portal will provide up-to-date (every 2 weeks) contract information, contact information and pricing to keep pace with changes in the IT industry and changing business needs.

The contract was awarded as an “all state agency” contract that provides a purchasing option for the needs of the following major buying entities:

Executive, Legislative and Judicial Branches, and Local Governments
Post Secondary Education

IT Staff Augmentation

The Finance and Administration Cabinet has awarded three IT System Design/Development Services (SDS) Contracts for IT staff augmentation. The contracts were effective on March 1, 2010. All agencies may utilize these contracts for information technology staff augmentation.  The SDS document to the right provides detailed information regarding the vendor contact information, eMARS contract numbers, position classifications and associated descriptions, and the maximum rates per classification for each vendor.

 The Commonwealth Office of Technology (COT) shall manage the SDS contracts and has assigned Jerry Mueller as the contract manager. He will be the primary contact for the Commonwealth for the on-going management of the contract. He will monitor vendor compliance with contract terms, facilitate improved communications between the vendors and the Commonwealth, and monitor and improve processes for task orders and Invoicing. 

  Agencies are responsible for the following activities when using these contracts:

  • Prepare task orders for all contractors in compliance with the contracts and position descriptions.
  • Approve task orders for each contractor in a timely manner.
  • Assist in issue resolution and in an effective transition by providing clear, consistent information to
  •        contractors and other concerned staff. Report global issues to Mr. Mueller so resolution is
           communicated on a Commonwealth-wide level.
