Commonwealth Office of Technology
The Commonwealth Office of Technology provides leadership in the use of information technology in order to enhance government services, improve decision making, promote efficiency and eliminate waste. COT is headed by a Commissioner, Steve Dooley, appointed by the Secretary of the Finance and Administration Cabinet. The Commissioner of COT also serves as the state's Commissioner of Technology and Chief Information Officer.
COT has almost 460 employees and over 100 contractors to assist in its mission of supporting government services. COT is organized with three subordinate offices:
- Office of Infrastructure Services
- Office of Enterprise Policy and Project Management
- Office of Application Development
The Deputy Commissioner, Jim Barnhart, assists the Commissioner in managing the enterprise. The Deputy oversees the business aspects of COT and focuses on some of the major challenges such as Infrastructure Consolidation, upgrade of the Kentucky Emergency Warning System (KEWS) microwave to digital, and the wireless interoperability program. The Office of Infrastructure Services
The Office of Infrastructure Services is responsible for day-to-day technical support and operation of executive branch IT resources. This includes overseeing shared IT infrastructure resources and services, including large-scale computing, server hosting, IT security, data and voice communication networks, and phone systems. The Office of Infrastructure Services consists of six (6) divisions:
- The Division of Communications maintains network and security services.
- The Division of Operations coordinates change management, maintenance, and day-to-day operations of existing infrastructure services.
- The Division of Client Services operates the help desk and manages enterprise-wide customer support.
- The Division of Technical Services is responsible for system software, operating system support, and data maintenance.
- The Division of Field Services is responsible for telephony support for state agencies and the Kentucky Wireless Interoperability Network System (KYWINS). In addition, the division supports KYWINS in the field and IT operations, where appropriate – to include network administration and on-site PC maintenance and repair throughout the Commonwealth.
- The Division of Printing Services manages copy and print services for the Commonwealth, and is the result of the transfer of responsibilities from the previous Division of Printing within the Office of Administrative Services within the Finance and Administration Cabinet.

The Office of Enterprise Policy and Project Management
The Office of Enterprise Policy and Project Management is responsible for long-term capital IT planning and project management of IT work within the Executive Branch. The Office of Enterprise Policy and Project Management consists of two (2) divisions:
- The Division of Enterprise Project Management supports the greater Project Management community within the Executive Branch through Project Management procurement, mentoring, training, and other resources or services pertinent to this skill-set.
- The Division of Geographic Information collects, compiles, and facilitates the production of geospatial data for the Commonwealth. It is this Division’s responsibility to be an active voice in leading the direction of GIS across state government through cabinet and agency engagements as well as participation in the Kentucky Geospatial Board.

The Office of Application Development
The Office of Application Development is responsible for IT project management, consulting, and development for executive branch applications. The Office of Application Development consists of four (4) divisions:
- The Division of Portfolio Management is responsible for the Commonwealth’s IT application development.
- The Division of Data Architecture is responsible for the development and support of data integration and data warehouse environments.
- The Division of Support Services is responsible for quality control and testing.
- The Division of Consulting & Project Management is responsible for gathering of requirements, business and technical analysis, prioritization, co-ordination and management of system application projects.
